So many effects! I definitely like the write on effect and think this paired with the tattoo gun sfx could be used throughout the PSA depending on how much text you've got. Great job so far!
It would be a good scare and attention seeker to have them as an opener. I like the first effect. Maybe a clean tattoo turning into a choppy, infected one or vice versa.
I like the use of the neon signs as an opener. They work well graphically, and perhaps you could try and make them yourself in after effects, then you could make them blink in and out and such. Your footage is looking really nice as well.

Looking at the (very nice) storyboard below however, i can get the general idea. Nice footage as well, you might need a third eye to help you be subjective about what to cut, when you shoot the footage you tend to fall in love with every shot even tho it does not help move the story.
I like the feel of the printed storyboard below--looks like you are thinking of how to incorporate effects into the piece-anyone can shoot straight video, so you are wise to contemplate ways to make it your own, animate etc, Everything you do is an excuse to showcase an ability and what is going to get you work will not be straight video, there are better cameramen with better equipment who have been doing it longer. Effects will be the niche. Not sure about the font chosen for kicker. it's just ok. there might be better calligraphic/graffitti esque fonts out there? the wipe is not quite convincing right now, looks a tad like a canned effect-- again, not going to help in the job market. is it supposed to be graffitti written or spayed on a wall? Interesting concept, altho might reinforce cliches, but needs some tweaking either way. try to blow us away with your ending...are there better ways to do what you are trying to do here?
Maybe it's just me, but I think the graphics would work well as an opener, and your saying as the closer. Good work so far, though!
